2. run
3. gpedit.msc
4. group policy
5. computer configuration
6. administrative templates
7. network
8. QoS packet scheduler
9. double click Limit reservable bandwidth
10.click enable
11. set bandwidth limit to 0% instead of 20%
12. then apply
